He angitūtanga - The opportunity 

We are looking for an innovative and agile Transition Manager to join our dynamic and hardworking Community Vision and Delivery Team as we embark on Aotearoa’s largest transformational reform programme, Three Waters.

The purpose of this role is to ensure Horowhenua District Council is prepared and organised for the smooth transition to new service provision structures resulting from the 3 Waters Reform.

This role will require close collaboration with internal staff, management of external stakeholder relationships and contractors to ensure transition planning is aligned with Council’s services and strategic planning and develop a practical method of transitioning people and systems. In this role you will also ensure that the implications of the Three Waters Reforms on the future design and structure of the organisation are well understood and advise on the optimal future structure and management of associated impacts.

This role sits within the Community Vision and Delivery Team as Three Waters transition as it includes movement of key strategic assets and the impacts on our staff, community, finances, and strategic planning need to be clearly understood and planned for to ensure the transition is made smoothly and leaves all our community in a strong position.

We are looking for an experienced Project Manager or advisor, who is looking for a high-profile new challenge and a career transforming opportunity. This role will suit you if you are someone who does not need all the answers but excels at working well with others to find them and has an ability to ‘work in the grey’ in complex situations and draw the technical expertise together to achieve a successful outcome. This is an opportunity for you to show case your local government and public sector knowledge.

Strong relationship building skills are a must as you will be actively engaging and building relationships both within and outside the organisation. You will be skilled at communicating complex information clearly, in writing and orally, to a range of audiences.
